Google has reportedly pulled tethering apps from the Android Market.  According to at small one developer, who contributed to the WiFi Tether for Root Users app, Google are citing their distribution agreements with carriers as the stimulate for removal:

“Google enters into organisation agreements with figure manufacturers and Authorized Carriers to locate the Market code computer covering for the Market on Devices. That agreement, when condemned with T-Mobile’s terms of service that do not accept tethering, has presented Google think to vantage the code from authorised distribution.  It’s a selection that has upraised more questions over meet how “open” the Android papers is:
